What the filing saysOtter Tail petitioned the South Dakota PUC on July 27, 2026 (docket EL26-021) for a new very-large-customer class and a data-center rate schedule. Approval pending. Not confirmed: final terms, and the status of the state's data-center bill (sources conflicted). No large-load tariff was found for Black Hills Energy or Xcel/NSP in South Dakota (NSP's Minnesota tariff was approved May 15, 2026 with a 15-year minimum term; its Wisconsin filing is a separate matter).
