Black Hills Power (South Dakota), Economic Flexible Load Service tariff for blockchain loads

Large-load tariff for data centers: what is on file, the terms the filings state, and where each fact comes from. Terms a filing does not state are marked, never guessed.

StatusApproved  Last reviewed 2026-10-14
Applies atInterruptible loads of 10 MW (10,000 kW) or more connected to Black Hills' system; written for new blockchain customers
What the filing saysAPPROVED by the South Dakota PUC on January 27, 2026 (Docket EL25-019, stipulation with staff; one commissioner dissented), effective January 29, 2026. Customers carry an appropriate share of system costs to limit stranded-asset, capacity and transmission-constraint impacts on other customers, and losses from the service are not recovered from other customers. This is an interruptible blockchain tariff, not a general data center tariff: whether a conventional data center can use it, and what firm-service terms apply, was not found. The detailed rate sheets were not readable.
