ThresholdOtter Tail Super Large General Service: 25 MW single point, 80% load factor, 175,000 MWh a year (EEI); Minnesota Power and Otter Tail proposed classes: thresholds not confirmed (state law requires the PUC to set the very-large-customer definition by December 15, 2026)
StatusMIXED. Otter Tail's Super Large General Service has been in effect since July 2022 for greenfield customers (EEI). PENDING: Minnesota Power Docket 26-126 (filed February 18, 2026 to fit very large customers into its Large Power schedule; in June 2026 the PUC let Minnesota Power withdraw its separate very-large-customer class petition on condition that it file a new very-large-customer tariff by July 15, 2026) and Otter Tail Docket 26-211 (Tier II time-of-day and Tier III high power compute classes, filed May 2026). A Minnesota Power data center agreement under its Large Power schedule uses a 15-year term. For comparison, the MPUC approved a 15-year default term and 24-month exit notice for Xcel's Minnesota tariff. The pending tariff terms were not read (the e-filing system returns no text to our fetcher).

Interconnection & regulatory guidance
Utility-specific — no statewide guidance resolves without naming a utility, but real tariff research exists above for Northern States Power Co. (Xcel Energy Minnesota), very large customer tariffs and Minnesota Power / ALLETE (Minnesota) -- very large customer class, pending and Otter Tail Power (Minnesota) -- Super Large General Service in effect; new tiers pending. Interconnection process for a specific utility can be confirmed directly once that utility is identified for your site.
