Large-load tariffs
Baltimore Gas and Electric (Maryland) -- large-load tariff under PSC Public Conference 72
Threshold25 MW and 60% load factor (per the Utility Relief Act); any data center regardless of size or load factor
StatusBaltimore Gas and Electric (Maryland) -- large-load tariff under PSC Public Conference 72: The Utility Relief Act (signed May 12, 2026) requires every Maryland investor-owned electric utility and electric cooperative to file large-load rate schedules with the PSC. Sources conflict on the filing date: the bill record we read says January 1, 2027, while an October 2026 law-firm commentary says the September 1, 2026 filing deadline has passed and the dispute has moved to the filed tariff sheets (PSC Public Conference 72). The utilities' own tariff terms (minimum bills, contract terms, collateral) were NOT read, so treat contract terms as unknown and confirm with the utility.

Interconnection & regulatory guidance
Maryland — statewide Utility Relief Act (large-load threshold lowered to 25 MW)
Contact guidanceNo dedicated Maryland utility large-load tariff is on file here yet (BGE, Pepco, Delmarva Power, SMECO, Potomac Edison each differ) -- contact the serving utility directly for interconnection process. Separately, as of 2026-10-08, every Maryland IOU/co-op is under a state-mandated deadline (below) to file large-load rate schedules.
ThresholdThe Utility Relief Act lowers the 'large load customer' threshold to 25 MW and a 60% load factor -- and separately redefines any data center as a large-load customer regardless of its demand or load factor, closing what would otherwise be a size-based exemption.
ProcessGov. Wes Moore signed the Utility Relief Act as emergency legislation on May 12, 2026. It requires every investor-owned electric utility and electric cooperative to file for Public Service Commission approval of specific large-load rate schedules -- the original Sept 1, 2026 filing deadline was extended to Jan 1, 2027. The Act also modifies an existing rate-schedule exemption for large-load customers who don't expand load more than 25 MW above existing contract capacity, specifically excluding data centers from that exemption, and requires utilities to pass PJM-assigned capacity costs through to large-load customers directly.
Deposit / costCost pass-through is explicit in the statute: PJM capacity costs assigned to a large-load account must be passed through to that customer, not socialized across the broader ratepayer base.
