Applies at20 MW and above (H.727 definition); GMP Rate 70 applies above 10 MW at transmission voltage
What the filing saysBill H.727 (Vermont Sustainable Data Centers Act) as amended by the Senate would require covered facilities (20 MW+) to sign a PUC-approved large load service equity contract with their utility, with minimum payments, collateral against stranded costs, and demand-side management, instead of a tariff. Final passage was not confirmed in the sources found. Existing GMP Rate 70 is available to transmission-served customers above 10 MW, who pay for needed transmission upgrades.
