Cheyenne Light, Fuel and Power (Black Hills Energy Wyoming), Large Power Contract Service

Large-load tariff for data centers: what is on file, the terms the filings state, and where each fact comes from. Terms a filing does not state are marked, never guessed.

StatusApproved  Last reviewed 2026-10-17
Applies atExpected capacity requirement of 5,000 kW (5 MW) or greater
What the filing saysLPCS covers large power users taking ICS or ITS service with expected capacity of 5,000 kW or greater, new or existing load. Charges are defined in the service agreement for energy, transmission, and administration, with a microgrid management fee. Transferring existing load requires excess load under the schedule. Read in full from Black Hills' Wyoming P.S.C. Tariff No. 14 (LPCS sheets) on 2026-10-17: the customer must sign an Agreement, filed confidentially with the Commission before billing, and must provide back-up service for its load through Eligible Capacity Resources at its own cost; a customer must give a minimum of four years' notice to transfer load from this schedule to another rate schedule, and may terminate service on 10 days' notice subject to the obligations in its Agreement. The term, any collateral and any exit fee are in the Agreement, not the schedule. (The 13,000 kW figure that appears in the same tariff book belongs to the ICS and ITS industrial schedules, not to LPCS.)
