Large-load tariffs
Consolidated Edison (New York) -- under PSC review, no large-load tariff yet
ThresholdNo statewide threshold filed yet -- PSC Case 26-E-0045 is reviewing what one should be
StatusConsolidated Edison (New York) -- under PSC review, no large-load tariff yet: PSC Case 26-E-0045 ("Energize NY Development," instituted Feb 12, 2026) is reviewing interconnection processes, cost-allocation mechanisms, and tariff structures for integrating large loads, including data centers, onto NY's grid. As of this research: still in the stakeholder-comment/technical-conference stage (DPS staff to produce a white paper for PSC consideration) -- no utility-specific large-load tariff has been filed or approved under this proceeding yet. Real scale cited in the Governor's announcement: as of January 2026, NYISO's interconnection queue held 48 large-load projects totaling over 11 GW (see lib/nyiso-queue.ts for the live project-level detail behind that figure).

Interconnection & regulatory guidance
New York — statewide moratorium (Executive Order No. 62)
Contact guidanceBefore contacting any specific New York utility: as of 2026-10-08, a statewide moratorium is active on DEC permits for data centers of 50 MW or more -- confirm current status directly with DEC/DPS before assuming a normal interconnection timeline applies, regardless of which utility serves the site.
ThresholdExecutive Order No. 62 (Gov. Hochul, signed July 14, 2026, read directly from governor.ny.gov) holds in abeyance 'all applications for any discretionary permit, approval, license, or similar form of permission for the construction or expansion of a data center' before the Dept. of Environmental Conservation (DEC) that consume or can consume 50 MW or more and were not already deemed complete as of the order's date. Separately, the NY Legislature passed a related bill, the 'Responsible Data Center Development Act' (S10642/A11560, signed by Gov. Hochul per multiple news/legal sources, June 2026) -- reported MW threshold for that Act is 20 MW, not 50 MW. This discrepancy between the two thresholds (EO: 50 MW: Act: reported 20 MW) was NOT resolved during this research -- the EO text itself, read directly, does not mention the Act at all, so whether they operate on genuinely different thresholds or sources are conflating them is unconfirmed. Confirm the applicable threshold directly before relying on either number.
ProcessPer EO 62 (read directly): DEC holds data-center permit applications in abeyance for the moratorium's duration and must assess water-withdrawal regulations within 12 months. DPS must initiate a Generic Environmental Impact Statement (GEIS) examining data-center impacts, form a Data Center Interconnection Working Group within 60 days, consider a New York Grid Acceleration Fund, and report on transmission-owner practices within 90 days. Empire State Development must post a Community Investment Framework within 60 days (community investment funds, local infrastructure, labor standards, transparency). The moratorium lifts 'until DPS submits its report of the final Generic Environmental Impact Statement and associated findings statement' -- no fixed calendar end date; multiple news sources describe this as intended to run about one year, but that is not stated in the EO text itself.
