California ISO (CAISO), large loads interconnection framework

Large-load tariff for data centers: what is on file, the terms the filings state, and where each fact comes from. Terms a filing does not state are marked, never guessed.

What the filing saysRULES_ONLY, NOT YET AT FERC. CAISO's Board of Governors approved a large-loads interconnection proposal on Oct 28, 2026, developed through CAISO's Large Loads stakeholder initiative (straw proposal posted Aug 11, 2026). Reported: the proposal creates new 'flexible interim load interconnection' service(s) letting large loads connect faster in exchange for enforceable curtailment flexibility tied to grid conditions, plus a monthly review window for large-load-driven transmission upgrades. CAISO is expected to file it at FERC by a Nov 16, 2026 deadline, responding to FERC's June 2026 Show Cause order on large-load interconnection delays. FERC had not acted as of Oct 30, 2026. This is a market/interconnection-process rule, not a retail rate tariff; it does not set a utility-specific MW threshold or billing terms, and it does not change PG&E's separate Rule 30 proceeding above.
